A Canadian HSA can reimburse eligible dental, vision, drug, practitioner, device and other medical expenses within the actual plan and available allowance. Confirm the covered person, actual medical-expense requirements, plan terms and remaining benefit before reimbursement.
Medical and Dental Services
Eligible medical and dental services may include consultations, examinations, fillings, crowns, dentures and orthodontic treatment. Check the actual practitioner and service requirements. A publicly funded or otherwise reimbursed expense cannot be claimed again as an unreimbursed bill.
Purely cosmetic procedures and related expenses are excluded unless necessary for medical or reconstructive purposes. A procedure is not excluded merely because it is elective. A general medical purpose or a doctor’s note alone does not establish every category’s eligibility.
Prescription Vision Care
Prescription glasses or contact lenses must meet the eyesight-correction requirements. Eye examinations and laser eye surgery have their own eligible-service and provider requirements. These categories do not guarantee every eyewear purchase or the full cost of a procedure under an HSA allowance.
Qualifying Drugs and the Vitamin Exception
For the usual prescription-drug category, the drug must be legally available only on prescription and its purchase recorded by a pharmacist. A prescription alone does not make an ordinary over-the-counter medicine eligible. Insulin and narrow specified exceptions, including the applicable section 5701 conditions, have their own requirements.
Vitamins and supplements are not eligible medical expenses, even with a doctor’s note or prescription. The exception is vitamin B12 therapy prescribed by a medical practitioner for pernicious anaemia.
Practitioner Services
Check the actual profession and the jurisdiction where the service is provided. Physiotherapy, chiropractic care, psychology, psychotherapy or massage must meet their relevant practitioner and service requirements. A generic counsellor or therapist title is insufficient.
CRA does not impose a universal separate physician’s prescription for every practitioner service. Apply any category-specific and actual plan requirements. Practitioner recognition does not establish every service or product sold by that practitioner as eligible.
Devices, Supplies and Tests
Use the exact listed category for hearing aids, CPAP machines, mobility devices, orthopaedic shoes or inserts and diabetic equipment or supplies. CPAP machines, orthopaedic shoes or inserts and oxygen equipment require a prescription. Wheelchairs and crutches do not require a prescription under their listed categories.
Laboratory procedures, diagnostic tests, X-rays and vaccines generally require a prescription under CRA’s listed requirements. A general medical-supply or preventive-care label does not establish every purchase’s eligibility.
Fertility, Nursing, Ambulance and Medical Travel
Fertility expenses require review of the actual procedure, provider, location, year and any specific donor or surrogate conditions. Ambulance services must meet their actual hospital-transport category. Nursing and attendant care have separate requirements; a home-care label alone is insufficient.
Patient medical travel has distance and other conditions. Qualifying transportation may be considered at 40 km or more one way; meals, lodging and parking generally require at least 80 km. Substantially equivalent services must be unavailable nearer home, the route reasonably direct and the trip reasonable. Vehicle expenses and an attendant have additional requirements.
Expenses Outside the Medical Benefit
Gym membership fees are ineligible medical expenses even if recommended or prescribed. General lifestyle or relaxation purchases do not qualify merely because they support wellness. A separate WSA may cover permitted personal lifestyle benefits as generally taxable reimbursements.
Submit a Supported Claim
- Confirm the covered person, eligible category and available plan benefit.
- Keep itemized receipts and any required prescription, certification or practitioner evidence.
- Disclose other-plan reimbursements and identify the remaining amount eligible for consideration.
- Follow the actual submission, review, employer-funding and payment process.
- Retain the claim decision and payment records.
Qualifying employee PHSP medical benefits are generally non-taxable federally; Québec has separate provincial taxable-benefit rules. Employer deductions depend on actual qualifying costs, employment purpose and reasonableness. Incorporation or inclusion on a list alone does not establish either tax outcome.
