Evaluate an HSA’s role in employee retention by comparing eligible medical coverage with employee needs, then measuring results in your workforce. A Canadian HSA can reimburse qualifying medical expenses within a defined allowance, but it does not establish that employees will stay longer or become more engaged.
Define the coverage gap
Ask employees which unreimbursed medical costs matter and compare those needs with existing insurance. Confirm the actual expense category, covered person, practitioner requirements and plan limit. General wellness spending is separate from eligible HSA medical reimbursement.
Medical benefits under a qualifying Private Health Services Plan (PHSP) are generally non-taxable federally to employees. Québec applies separate provincial taxable-benefit rules. Employer deductions depend on incurred business costs, employment purpose and reasonableness; an unused allowance alone is not a deduction.
Explain the benefit before measuring it
- Communicate the allowance, covered people, expense conditions and claim deadlines.
- Show employees how to find claim instructions and required records.
- Demonstrate the actual account functions and explain review and funding responsibilities.
- Provide a route for administrative questions without requiring unnecessary medical disclosure.
Measure outcomes without assuming causation
Record the questions you want to answer before implementation: whether employees understand coverage, whether identified gaps remain and what administrative issues arise. Review feedback and retention alongside pay, workload and other employment conditions.
A change in turnover alone does not prove that the HSA caused it. Use an identifiable survey’s population and methods if quoting research, rather than applying an unrelated percentage to your workforce.
Review the actual plan and service
Compare funding, fees, support and available medical benefits with the employer’s budget. Keep any generally taxable Wellness Spending Account separate from the medical plan.
Set a review date and decide which employee needs and service measures will guide the next benefits decision.
