A Canadian employer Health Spending Account (HSA) reimburses eligible employee medical expenses within a documented plan allowance. The employer funds its obligations, and claims depend on eligibility, available benefits, required records and deadlines. An HSA is a reimbursement benefit, not an unrestricted personal savings or investment account.

What can the account reimburse?

Eligible dental treatment, prescription vision care, qualifying drugs and recognized practitioner services may qualify. Each expense has its own conditions; devices and travel can require additional prescriptions, certification or distance criteria.

General wellness purchases, wearable technology and alternative-treatment labels do not establish medical-expense eligibility.

Who sets up and funds the benefit?

The employer documents covered people, reasonable allowances and funding. An incorporated owner must receive the benefit in employee capacity rather than merely as a shareholder.

Sole-proprietor PHSP-premium deductions require separate assessment. A personal self-insured HSA without arm’s-length employees must not be assumed to qualify.

How are benefits taxed?

Medical benefits under a qualifying Private Health Services Plan (PHSP) are generally non-taxable federally to employees. Québec applies separate provincial taxable-benefit rules. Employer deductions depend on incurred business costs, employment purpose and reasonableness; an unused allowance alone is not a deduction.

What does the administrator do?

An administrator supports claim review, records and the functions available under its agreement. The employer retains its applicable funding, payroll and plan obligations. Digital tools do not guarantee compliance or payment.

What limits should participants check?

Confirm the allowance, coverage period, submission deadline and termination terms. CRA’s archived IT-529 discusses carrying forward either unused credits or eligible expenses, not both, for up to 12 months under the actual plan.

Compare insurance separately: an HSA does not transfer unlimited medical risk to an insurer, and qualifying insured health benefits may also receive PHSP treatment.

Review the actual participants, expenses, complete costs and claim terms before enrolling.
