Evaluate an employer healthcare plan’s role in retention by comparing employee needs and coverage with actual workforce feedback and departure reasons. Benefits are one part of compensation and working conditions; a particular plan does not establish that employees will stay or perform better.
Start with your workforce’s evidence
Identify coverage gaps, current benefits and the available budget. Review feedback, absence information and departure reasons with appropriate privacy safeguards. An external vendor survey does not necessarily represent Canadian workers or establish HSA outcomes.
Compare what the plan provides
A Canadian Health Spending Account (HSA) reimburses eligible medical expenses within a documented allowance. Dental, vision and practitioner services depend on the covered person, category-specific conditions and available benefit.
Medical benefits under a qualifying Private Health Services Plan (PHSP) are generally non-taxable federally to employees. Québec applies separate provincial taxable-benefit rules. Employer deductions depend on incurred business costs, employment purpose and reasonableness; an unused allowance alone is not a deduction.
Compare HSA funding and administration with insurance premiums, limits and protection. Neither option is universally cheaper; an allowance does not replace every insured risk.
Define measures before making changes
- Record the coverage gap the proposed benefit is intended to address.
- Explain the allowance, expense conditions and claim process.
- Choose appropriate employee-experience and administrative measures.
- Review those measures alongside pay, management, workload and other changes.
A change in turnover alone does not prove the healthcare plan caused it.
Review administration and full costs
Ask the provider to demonstrate actual claim and account functions. Confirm funding, fees, support and privacy controls rather than assuming automated administration or unrestricted employer access to medical information.
Set a review date and use the results to decide whether to retain or change the benefit.
